Don't use a hand drill! Doubt a bike shop would, surely (hopefully?) more likely to use a drill press. I drilled mine that way. Just be sure you're going to get it right though, because the original fork is basically irreplaceable.
You can use any 1" threaded forks in these frames as long as the steerer is the right length. You'll just have to change the headset for a 1" threaded one instead of 26mm. I think I had to shim the head tube as well.
