Those are the old rivets.
Remove the forks and try tapping them with a strong nail or similar, they should come off the other side.
Otherwise drill them out carefully.
There's somebody on eBay selling headbadges rivets which could be tapped in. They come in 3 different sizes. They look nicer that those applied by a gun.

Oh and anyone know how I'm going to attach the head badge? Looks like whatever held it on before were melted into place?
