If it's a 2017 model you will have plenty space for 28c.
Well, that gap is JUST about big enough to allow debris to go through, and just about enough room for wheel/tyre flex.
Not uncommon for slightly large tyres to write off a carbon frame due to rubbing on the chain/seat stay under pressure or even with a slightly tightened skewer.
