By saying weeks of postage he's well away with money on multiple listings the low values just a carrot, then he'll reinvent himself with another fake ID. Probably nicked images and listing descriptions. Tineye.com is a handy reverse image search engine that tells you where a pics come from. This is rife in high end hi-fi.

Maybe they've found a way of creating ebay accounts that they can cut all ties with once a sale has been made, leaving eBay / Paypal to pick up the refund?

Ah ha, and then as @MCamb says - refund sought, eBay and PayPal payout.

Exactly, buyer protection abused! eBay should particularly on the mobile app make it easier to report a fraudulent listing.
