Why? It's been clear for some time that our Government have no grasp on the reality of the situation so for that to be leaked just confirms what we know.

Is it? I don't understand this conclusion.
We know that Brussels/Berlin want a slow brexit. This is a tactic to make leaving the EU appear (more?) unattractive.
We know that this is a leak and on message.
