Would the 700c 35mm SKS chromoplastics work over a 650b wheelset with 38mm tyre? I can't get my head around it.

Sounds like you'd get a lot of side spray. 45mm guards for 38 mm tyres sounds more like it. Length wise you'd be ok as the wheel is smaller than what the guards are designed for.

Thanks both - annoyingly I can't fit 45mm guards in my frame I don't think so I might just go for 28mm tyres and stick with 700c and let mudguards do their job.

Why won't they fit? You can drill/cut/file/dremel them at stays/fork legs. If you can fit 38mm tyres you should be able to squeeze 45mm guards in there. Alternatively Gilles Berthoud make a 650b specific guard in 40mm width - middle ground as it were. I'm using them on a bike and have a pair hanging around for another project as well.

Easy, with a bit of patience.
If you need to cut the stays, I'd recommend putting them in a vice to hold them steady while you hit them with a hacksaw - or just use a cutting disc on a dremel. -

I did it myself. You'll need a saw to cut the stays to size and a fair amount of fettling to get them right. Mine snapped off a few months later so I'd managed to balls up the installation somehow. If I could go back I'd have asked my LBS to install the bloody things.

Same theme, what's the best way to attach a rear mudguard to the bottom bracket / seat tube area, if the frame (Charge Plug) doesn't have the small bar between chain stays?

I did my Plug all with p-clips. iirc, needed one for each seat stay, one for the brake bridge and one for the chainstay bridge. it was a pain to do, but it's held up fine.
i've got some clips left over - i'll have a look tomorrow and see what i can find.

Does anyone have any experience with using p-clips to attach mudguards to frames without rear eyelets? Any potential problems, or smooth sailing?

I have Tektro 926AL which I believe have shorter arms than RX5 by 5mm, which might make the difference
