Decathlon do hybrid bikes with 650 wheels in the smaller sizes.

Girlfriend's bike got nicked and she's looking for a cheap hybrid to replace it. The plan had been to build her a sweet 26" mtb city cruiser thing while she rode her current bike into the ground but obviously things are more urgent now.
All the links she's sent me of bikes she might like are 700c, I was thinking 26" would be much more appropriate for someone her size (<170cm). Am I being stubborn? I just feel like 26" makes more sense - bigger tyres and comfort and a more sensibly designed bike.
