The Genesis Flyer is a really well sorted bike, but at £650 retail is over budget. However if you're not in a hurry and are prepared to shop around, then previous year's models do come up on budget (this one is a small unfortunately).
The Charge Plug 0 is on budget and although I'm not to keen personally on canti brakes and bullhorns, with last year's model available for £250 it's hard to rule it out.
With drop bars and sidepull brakes, I'd rather this Fuji Track though.
Genesis and Charge are popular bikes and plenty have sold, so it's worth checking eBay: there's not a lot that can go wrong, parts are cheap if something does need replacing and working on them is straightforward.
