To me it looks like those clamps are being held in by a single screw (bottle boss maybe?) and so will have a bit of play. My guess would be a pump holder, with velcro going through the slot in the clamp to hold it (or maybe toestraps for more radavist points?), so they should align in use.
EDIT: though it looks like there's a mini-pump on the NDS seat-stay, so what do I know?I do like the bike a lot though.

Interesting. I have that same frame set up as 1x11. Desperately looking at options for hydro brakes as my BB7s leave a lot to be desired. Don't fancy those shifters though...

I spent far too long riding shitty cheap Shimano cable discs whilst I weighed up the pros and cons of Avid vs Spyres. I've only ever ridden Spyres briefly but I wasn't blown away by them. They're also much more expensive and require a reasonable amount of maintenance (for a cable disc - compared to a BB7 which requires near enough zero). Plus BB7s seem a lot more robust.
Anecdotal but I've only ever changed pads in BB7s in the shop, wereas I've had at least one dead Spyre, despite seeing far fewer of them.
