Condor thinks it's a Surly.
Weekend riding in the New Forest came up; risers, 32c tyres fitted and borrowed any racks I could to get all the camping kit down.

Is that the condor disc fork? How is it?

Yup, it's the Fratello disc fork. It's perfect really but then it likely has the same geometry as the Tempo fork that this would normally come with.
