It increases the power of a V-brake by effectively adjusting the leverage ratio - more lever travel for less pad movement - same as a canti lever.
Used a pair of those happily on a bike where I had a V on the front and U-brake on the back
I think I more or less get that, but I found multiple comments saying that both settings are still in the long pull range rather than typical short pull. If it works, great.
