I've just found them out. They have adjustable cable pull so can be used with canti or v brakes. (Sorry for poor picture)

Ah thats what that is! Had one of those on a bmx a long time ago and never knew what it was for...

Yeah it's so you can adjust the pull. I didn't know until a couple of years ago when I swapped from drops to risers on a old bike and used the wrong levers and had no brakes no matter how hard I pulled the lever lol
