Why does it need a rear disc wheel!?
The disc in conjunction with the housing forms a Tesla turbine pump, drawing air in at the chain entry holes and expelling it behind the tyre. This provides extra thrust.
But if the holes are either side of the horizontal line through the centre of the wheel, would the effect be cancelled?

No, as long as the intake it at a smaller radius than the outlet, a centrifugal pump will work.
