Going by the comparitive sizes of a lot of the other components (rear mech, chainwheel/pedals, ends of the grips) I'm guessing it's a kids bike and they're 20".

Yeah now I'm looking at it sober, I think it is a kids bike. Could make it adult sized with all the post and all the stem.

Looks like one of those bikes you stick on the back of a camper or on a boat..
in theory, if you had a large 26inch tyre on the overall diameter would be similar to a 25c 700c wheel. so tha could work, though the rake will probably make it handle real oddly
