Patina is important, and a turbulent airflow remains attached for longer than a laminar one - scratched bottles are faster.

What you really want is a scratched bottle underneath the downtube to generate turbulent flow, with a smooth one behind to pick up the flow.

Every cage in the world will scratch bottles if left filthy as the one in the picture above.
