You're not going to start one of those discussions again are you? Different drawing methods-> different wall thicknesses-> thinner tubes with larger diameter feel stiffer and are lighter -> different 'feel'. Not so much to do with the actual metal alloy involved.
Yes, but at the same time: nice tubes and frames are usually made from 'nice' steel. So even if the type of steel itself only plays a marginal role, it's still a reasonable way seive through frame options..
