The benefits of a higher grade of steel are minimal, with the attendant costs and lesser chances of survival in a crash (they may be stronger, but usually more brittle too and may not respond well to being bent back). -

You're not going to start one of those discussions again are you? Different drawing methods-> different wall thicknesses-> thinner tubes with larger diameter feel stiffer and are lighter -> different 'feel'. Not so much to do with the actual metal alloy involved.

Not only on top of what you already elaborated, but the wheelset, the cranks, the tyres, the pressure, the saddle, the riding position, etc.
Even just a 10psi difference transform the bike into something else.

Yes, but at the same time: nice tubes and frames are usually made from 'nice' steel. So even if the type of steel itself only plays a marginal role, it's still a reasonable way seive through frame options..
