How come it's the second-tier manufacturers, making the low-Q/aero running?

I know Vision are FSA' Lexus, but still...

Maybe they see a niche in aero where they are not up against Shimano/SRAM/Campag, so they can make their own running. On Q, they are no better than Omnomnom (135mm) 7710 (136mm) or Record Pista (131mm)
