What @Scilly.Suffolk says, use a razor or stanley blade to gently lift off the blue seal on the bearings, clean out gunk and old grease, regrease. Usually works ok, especially with headsets as any residual grittyness will most likely not be felt when riding.

When you say 'cartridge', are you referring to the 2 x sealed bearings?
The rest of the headset is in good condition and cleaned up nice, so I think I'll take a punt on the 2 eBay bearings and see if I can resurrect super-smooth non-graunchy steering.
