Yes, it's quite readable, which I suppose you would expect from such an important letter something that seeks to win favour, emphasise opportunity, avoid 'punishment', etc. The response from the EU reads appropriately too, albeit against the apparent backdrop of a strengthening resolve to work as one to protect collective EU interests (i.e. no 'deals').
