I put it as street parking as i wasnt sure what else to classify it as, its private car park but not 'secure' (no gated entry)

On street parking around there will be expensive.
According to http://www.motorcarinsuranceuk.co.uk/post-code-ratings.php#S, sw17 is group F (bad postcode / extremely high risk). This is only a guide but it could explain it.
Soul
Not sure if you're in London or not but location is likely to be as high factor on price as age or anything else.
Park it on the street in East / south east London and watch the £££ fly.
