2.5L is ~5hr for me, even out in mid/high-30s.
But then I've done double that before in Oz too (>1L/hr) so it's going to depend on how hard people are working, how hydrated to begin with, ambient temps, personal hydro diffs. Sleep in the hotter part of the day and ride through the nights but you have to still get to the shops when they're open.
What did you say the biggest gap between services was?
Did you ask him or is that what he's carrying on the bike? Jersey pockets allow for another 1L or more plus he could be hyperhydrating before long stints.
