If you put the nut half way up the slammed stem, it will work for anybody else using the fork in the same frame, although you might need a longer preload screw if you're keeping 1" of spacers above the stem.
Also, kidding. There's no way I'd glue a star nut into a steerer, I'd make a proper bond-in nut and glue that in.
Really? I've got the stem almost slammed but there's an inch of steerer left above the stem that I'm not cutting as it's likely I'll sell the frameset in the near future. Don't want to make any irreversible changes that may cause issues for the next owner.
