Is that for a Gwent quest or general cards. General cards are random as I understand and can come from elsewhere. Unique Gwent quest cards seem to have second chances - if an NPC dies you can either loot body if you see it or there's a chest/box in their living space with the card after they're gone - that was the case for a couple of cards I've found.

Those innkeeper cards should be available from a merchant by the bridge

Can you murder a merchant and then they're not there anymore? I missed some cards in White Orchard and the innkeeper isn't there no more. (Yeah, I'm Gwenting now too...)
