from the pictures it looks intact.
They just put a seat post clamp high on the seat tube.

I came across a clamp that gripped the seatpost and the tube. I wanted to use an inline post and it worked really well. The ST is tight and held the post really well. I saw it on the Steel is Real FB group a while back.

top picture shows a modern seat post with what appears to be a conventional seat post clamp - does that mean the seat tube has been cut vertically since the photos showing the original quill type seat post?
