My LBS actually built it for me. I did handle the frameset before it was assembled but didn't remember a bung. I'd thought I'd double check with the mechanic and he confirmed that the brake hole was unbunged and ready for the brake. In fact it even came with its own brake bolt as the fork is quite deep. The frame isn't drilled for a brake though.
