Fuji Track / Feather, Charge Plug 0, Dolan Pre-Cursa...
You're much better off buying second hand though

Yes I know second hand always better but Im trying to create some ranking. Currently focused on new inexpensive decent bikes.

I believe the list of forum approved off-the-peg FGSS bikes® is (in no particular order):
Genesis Flyer/Day One
Charge Plug
Dolan Pre Cursa/FXE
On One Pompino
Fuji Classic/Track/Feather
Specialized LangsterOne of those should suit your requirements and won't be rubbish. It'll even have resale value if you change your mind (unlike the Gokus, Temans, No Logos, etc).

You could get an Eastway Esaki T1 for a tenner over your budget: SRAM Omnium and Ritchey finishing kit.
Your friend should look at the Charge Plug 1.

Got Cinelli Mystic 2014 (£285 second hand ebay, hardly used - still has protective stickers on frame).

Bought a Fuji feather last year, apart from changing the pedals it's the first 'cheap' SS I haven't messed around with.
Would recommend hasn't let me down. -

Get the Eastway, look pretty good for the money
Goku, NO LOGO, Teman, Create and other £200 bikes are crap.
(see 'Goku bikes?' conversation).
Any decent BRAND NEW single speed bike up to £450?
(no second hand, no conversions, no building from parts - brand new bike from shop ready to go).
