Depending on overall condition of frame....... if the rest is not too bad and keeping original decals.
I would be tempted to stick a wire brush on a power drill.
Take forks back to bare metal all over, either polish up and laquer or rattle can paint.
Would strip down maybe half the stays length and again, polish/laquer or rattle can, or strip all the stays length and rattle can paint them.
