I usuallly just wait till I can't tell what colour they are any more, then wipe with a rag. Maybe I should put a Swarovski on my rag?
We used to put them (sans bling) on our bikes in the 80s along with spokey dokeys and a lollystick rattling the spokes. Does a pretty good job at cleaning the hubs, but you do get grimy putting them on if your spokes are dirty.
My Raleigh Milk Race had glistening hubs.
