Indeed. This is common. The UK distro model boggles my mind.
From an lbs point of view, it makes sense for them to charge for it, £40 is a bit steep mind, but still, if you buy a pack of Fox's biscuits from Tesco, and go for a warranty replacement at Sainsbury's they'd tell you to go back to Tesco.
If they want to sell biscuits, they should sell biscuits :)
The shop's obligations will be detailed in the contract they have with the distro, but like I said, they often won't honor the obligations because messy / chummy / incestuous UK bike trade.
