I'm sure a frame builder would be happy to fix that for you. Thinking of http://www.stayercycles.com (send them a mail, Sam is usually quick to answer) but there must be others.
Alternatively, set up the bike for your/my height and we smash it in some quiet/grassy area until it cracks properly?
