if it can fit 700c, 650b is easier and lighter with additional braze on.
If i were you, I'd just get a Velo Orange randonneur front rack, give it to the framebuilder and they'll braze on the appropriate mount.
be wary, it will handle a little stiff if you load it up like you would a randonneur bag, but great with bag like these (Gilles Berthoud Sologne).
