The idea is they give a bit of suspension.
What they'd make easier would be building them, chop the bottom off one set of forks, the steerer off another, cut those plates from sheet, couple welds, hey presto.
(Not quite as easy as that obviously!)
Linkage/girder forks would be cool but with them, not much stays in the same place relative to the hub.rim so mounting a brake is a challenge. With those Black Sheep leaf spring things, I could cut up a fork with a disc mount already on it.
Wonder if they really need a bolt through hub though...
What's the idea with these forks? What do they make easier?
