I do not know if the forks arrive naked and no decal, or decal under a clear coat that cannot be removed, etc.
It's a simple: If the forks are free of traces leave them free of decals once painted, if the forks once painted have the trace of any decal then put a decal on it.
Maybe you know this stuff, in which case you're better placed than I am. But I receive consumer stuff which typically is decal'd up by the time I get my mitts on it.

Having painted many, many sets of enve forks, and a plethora of other brands, this makes absolutely no sense to me.
