The size of your images must have been over the 3Mb limit, because they were straight out of your camera / phone camera . I just downloaded your photo from Google Photos by following the link you provided. Google Photos reduces image size to save space on their servers ( unless set otherwise in your account ) once you upload a file, so by uploading and then downloading the same image, you have it resized already. Yours happened to be under the 3Mb limit when downloaded. Looks the very same on screen, but smaller file size.
Then just use "Upload a file" button and find the downloaded image on your device. Just don't get mixed up with the original one, you'll get the same error message.
Alternatively, dig into your camera settings and find resolution. Can be called "size" too. Reduce it to about 2 megapixels. Take the photos and upload.
