Difference between the two dynamo hubs you linked to is the power output.
The 1st (PV-8) is designed for 3W output on a 700c wheel. The second (SV-9)is the lighter/ lower resistance hub but has less power output for the same speed as it is designed for 20" or smaller wheels. Worth considering the second if you think you'll be riding at a reasonable speed as opposed to loaded cyclotouring crusing.
