Thanks for that, but I know what FP is (and that it's not Foreign Affairs, which is really more of a journal). FP does have an impressive history however - founded by Huntington (which is a name I'm sure you're familiar with) - and one which, politically, you would not associate with publishing things like that (or at least I wouldn't).
When I studied political science as an undergraduate I recall learning about the empirically unstable history of presidential systems. If I'm not mistaken, barring the US, the system failed in every country it was exported to (memory may have exaggerated this). This obviously bolstered ideas of American exceptionalism, but also highlighted the precarious position of its democracy.
