I know you have a frame already that you want to use, but you could pick a frame from the 70's which generally have generous clearances for not much money. It would be a more straight forward job.
Also look for the ones that have got the inside of the chainstays crimped, so you could fit up to 42mm tyres, otherwise you might have to settle for 38 or less.
If you are looking for wider tyres there are loads of 700c ones up to 50mm width or 29ers depending on the clearance you've got on forks and between chainstays and the width of the rims you are using.
