We are blocked in India.
But it's trivial to bypass, just use a VPN.
And yes, it's a spam problem. Anywhere from between 50-150 spam attempts per day from India.
The number of real users there is tiny... 1 or 2... so at the time I did it I recommended VPN. It's trivially bypassable using a VPN because I'm not a huge fan of blocking things.
