I don't think anyone's suggesting that to be the case.
We all know that intelligence and education can come in many forms, but there is a definite advantage politically and economically to parties by making sure that a lot of people don't get an education and removing resources from those that might want to do it themselves.
the presumption that you can only make sound, equitable decisions having been bathed in the light of scholastic endeavour is equally patronising.
