This was repeatedly on eBay last year
So the front forks have been suitably shortened
Your French Stem O.D is 22mm
But Raleigh Steerer I.D is 22.2mm -

Well I sized it with digital calipers before fitting and they matched

The rest of the build is still a horrific car crash of bad taste.
Whatever it looked like before it was better than this travesty, you don't even appear to know how to set up a caliper brake..
Did you at least save all the nice original parts so a grown up can give it the love it deserves when you get bored of small children pointing and laughing at you? -

He must have been dredging the Grand Union Canal for four years to find three such beautiful examples of iron oxide shaped bicycles.

He made the chainstays and forks shorter to get tighter clearances. Why would you even want that on a frame like this. This makes me sad. Rip frame
