Don't know about Manchester, but walking through the less-posh parts of Berlin

That's the upsetting thing, this is not even the less posh bits now, it's the whole city centre, almost every doorway. It's out of control. I feel so bad for anyone who has to sleep out in this weather.

How about emergency accommodation there?

I just googled for some numbers regarding Berlin - a few years ago there apparently were 500 beds for people in need - and 8000 homeless people.

Yeah, severely lacking in shelters compared to the amount of homeless. It's the same all across the UK I imagine.
