It may, or may not, be morally wrong, but it's not against the rules of the sport so there is no wrongdoing.
TUE rules have been tightened, previously the UCI's chief medical officer had sole approval of them, but now a panel of three doctors needs to approve any TUE. This is how it's laid out in the WADA code and the UCI, as an Olympic sport governing body, have to comply with that.
Didn't everyone always know sky were doing everything they could in the grey area? Semi rhetorical.
We all know sky have broken any rules. But they've not taken the moral high ground at any point either. They wanted to win at all non illegal costs.
