Don't know about Manchester, but walking through the less-posh parts of Berlin this winter you see a lot of people on the streets as well, living there in sub-zero shit weather like this
I once shot pictures to help promote the Kältebus ("coldness bus") which people can call when they see someone in need, so the bus can come and pick them up or give them sleeping bags etc.
The thing is the majority of the homeless here is severely addicted to alcohol, and a lot need stronger stuff as well (seeing people shooting heroin in public places last year was new to me though, yet fucking shocking) - so often they're really agressive and "don't want help".

That's the upsetting thing, this is not even the less posh bits now, it's the whole city centre, almost every doorway. It's out of control. I feel so bad for anyone who has to sleep out in this weather.
