This is also unusual and unbelievably bad luck. It's relevant to cyclists riding that way, as with a slow-moving gritter it is conceivable that a cyclist could have overtaken him in this situation. Obviously, they would have approached much more slowly than the motorcyclist probably did, but they might likewise not have been seen if they had been alongside. I expect that the driver's normal practice in gritting there would have been reviewed and is no longer carried out in this way.
