Is the Jagwire Keb-SL a true linear cable or Jagwire's version of compressionless? I've got some Jagwire (don't know the code) that my LBS said was compressionless, but it's far from great.

That because of the Kevlar being used rather than an outer coiled housing.
The Yokozuna Reaction is a true compressionless housing, however your braking performance could well be the pads not sitting straight on the calipers (quite common) resulting in a soft feel and/or the mount not 100% straight.

Where are you? Condor sell Jagwire Keb-SL pre-cut in 2 m lengths on the shop floor (£8?) but obviously have a dirty great roll of it in the workshop.
