Yeah, that's the way pretty much all companies assess claims of liability. They send you a form designed to collect the information they think they need to assess a claim. You fill it in and send it back to them. They make a decision... etc. Its a standard bureaucratic process. What were you expecting?
You're already talking about making represented insurance claims before you've even attempted the process offered by TfL. A process that so far seems neither onerous or unreasonable.
Arbitration or Small Claims will usual require evidence that you've made reasonable attempts to resolve the matter with the other party before they'll intervene so maybe try that first.

Also this is not just a bump on the cycle track. It is the actual entrance to the cycle track that has not been properly levelled.
I don't expect anything at all and I knew they'd ask us to fill a form.
We also reported the issue to TfL who will investigate the area (which is the track alongside the golden mile Great West Road in Hounslow.)
It seems I am attracting bad feelings because I am attempting to somehow sue the tfl over a small thing.
We do not think it's small. These issues are all over the place and tfl is well aware of them thanks to the work of all the local LCCs. Still, should we just accept the fact?
My gf could be dead or seriously injured wasn't it for the helmet, I think asking for it to be fixed and at least the price of the helmet back is reasonable?She uses it every day and that's not the first time she fell (in different areas) or came in close contact with other cyclists as it is quite narrow sometimes.

I narrowly escape death on a twice-daily basis on the CS2 between Stratford and Whitechapel. Such an unbelievably dangerous and terribly designed path.
So my gf recently crashed and hit her head (fortunately shielded by a helmet) on the pavement.
Nothing serious happened, but she had to stay home from work the day after, spent 11hrs at the A&E and had to buy a new helmet (and luckily no new bike) and get a uber ride back home after the A&E.
Basically the cycle track at point point gives way to a car park entrance and these entrances cut the pavement diagonally so to welcome the cars in visually. Issues is that the Tfl guys did not properly levelled the pavement with the asphalt, so there is a small bump to overcome to enter the track again.
No she usually goes wide and attack this bump perpendicularly so that the wheel stays on track and continues her way home.
Last time, for some reason, that wasn't enough and the front wheel was pushed aside forcing the bike with it but not the rider, which continued gong straight causing the crash and the head hit.
I think it's Tfl fault here and she's reported it already but would like at least a refund for the new helmet (and possibly the uber ride fee too.)
Anyone tried anything similar?
She spoke with the LCC insurance department but they said that this is too small and any winning fees (if any at all) won't be enough to cover their fees (it should be a win of at least £1000).
