You can probably get away with 38mm definitely (if the chainstay/seatstay/fork is straight, sparyed out, I can't remember),
Even in 38mm it's already lighter than a similar 700c wheels with 28mm tyres, I reckon 42mm within the realm of possibility.
The slightly lowered BB isn't an issues unless you ride with clip and strap.
Cheers Ed, stays splay out, not hour glassed round the tyre. Just checkin out my options at the moment.
