You can probably get away with 38mm definitely (if the chainstay/seatstay/fork is straight, sparyed out, I can't remember),
Even in 38mm it's already lighter than a similar 700c wheels with 28mm tyres, I reckon 42mm within the realm of possibility.
The slightly lowered BB isn't an issues unless you ride with clip and strap.
Asked in the 650b thread but no reply, so I'll try here. Looking at new wheels later this year, considering 650b, so if my max current size is 700x32 (on a Genesis Equilibrium disc) what would I get away with on the smaller wheel size?
