ahh yeah, that's the only front basket model that's not able to fit on 31.8mm and the clamps are pretty close (my info http://www.waldsports.com/index.cfm/store/front-baskets/).
But you could just use 25.4 bars with SRAM S500 levers :) (or pick another Wald basket)

Worth mentionding that come with a rubber shims for smaller bars.

And even the Wald baskets where the clamps are closer together the Wald website says the following: They fit 7/8", 1" and 31.8mm diameter handlebars
